A good quality PC (min 256Mb RAM)
A data feed (real-time or end of day)
An internet connection (pref. broadband)
Appropriate charting software ($49.95 per month)

You should be able to at least use Windows "competently". This doesn't mean that this product needs a huge amount of technical skills (it doesn't).
